The rest of the sentence is the directive. We are telling the Universe: Want to be happy.

Get it? We are telling the Universe to want to be happy - not be happy and not to create happiness, but only to want to be happy - and it obeys the directive it has been given until it receives another directive. If it gets the same I want to be happy again, it continues to create those conditions.

So, the directive should be like this: I am happy.

It is a different way of thinking, I know.
