Cities of Refuge are towns in The Combined House of Yosef-Y’hudah where perpetrators of manslaughter could petition for the right of refuge; outside of these designated cities, blood avengers may pursue perpetrators as permitted by Noahide Law.
Torah names just six cities in Israel as being Cities of Refuge: Kedesh, Shechem, and Hebron on The West Side of The Jordan River, as well as Golan, Ramoth, and Bosor, on The East Side of The Jordan River. Furthermore, not only non-intentional murderers lived in these cities. In Joshua 21, we see that all the cities of refuge (mentioned in Joshua 20) were given as cities to the Levites. Leviim are free to come and go. If a goel hadam enters the refuge city and kills an accidental murderer, then the blood avenger would have committed a murder, not vengeance permitted beyond cities of refuge borders.

- Axis Nations with significant Jewish populations: Persian Empire-Venezuela; there are other rogue nations, most likely listed in Ezekiel 38-39 (Zechariah 9 describes what is occurring in certain nations, since the Arab Spring). There is a strong likelihood that America will resort to Internment Camps (similar to what was perpetrated against Japanese-Americans domestically) aka FEMA Concentration Camps to isolate sympathetic enemies Stateside, along with hyphenated-Americans with dual citizenship (it may extend to Muslims, Muslim Sympathizers, Communists, Socialists, Fascists, Dictators, Atheists, and non-Christians who do not renounce non-Christian values). I would also include nations with significant Shiite populations as extremely dangerous for Jews and Christians. Better to stay indoors, when the Shiite hits the Global Fans.
My American family has obtained Visas for members in Hong Kong, China, so the window of danger is not just relegated to Shia Muslim nations and their Axis buddies, but roundabout. Their Visas expire, April of 2012/5772/4709, this year. If my Chinese-Filipin@ brethren allow their Visas to rust, they will have to risk another round of bureaucratic blockades, increasingly tenuous, hostile, and inevitably closed borders, besides pay their debts to my dad and his older sister in America.
